A young mother in Louisiana has been arrested after a concerned citizen called 911 to report that her young child had been beaten and was wearing a trash bag as clothing.

The incident began when the Sheriff’s Office received a 911 call on Thursday. Deputies went to the scene and found a 4-year-old child with injuries on their back and legs, which appeared to be caused by being struck multiple times with an object.
During their investigation, authorities learned that the child’s injuries were the result of being disciplined by the mother. Bellard allegedly used a plastic utensil to hit the child multiple times and then forced the child to wear a plastic trash bag as clothing.
The child was taken to Allen Parish Hospital by ambulance for treatment and was later released.
Detectives interviewed witnesses and subsequently arrested Bellard. She was booked into the Allen Parish Jail, where she is awaiting a bond hearing. Bellard also goes by the name Haily Bellard Bennett, authorities said.
